It is not a norm nor a must for Handset Delivery Report [DR] or real DR to be supported by a network of a country. There can be various reasons behind of it. It can also be possible that the network itself does not support handset DR, but the SMSC may sill send an acknowledgement when they receive the message.
Hence, the Status column under Tools -> Report , may also refer to Submission status depending on the Final state of a message
For Example :
In the US, most networks don't support handset DR's when messages come from non registered short codes or if they come from long codes. In this case, you will receive a status : "ACCEPTED". This means that the SMSC has accepted the message and will attempt to deliver it.
In the Philippines, the networks can sometimes send fake DR's depending on the type of traffic or not send DR's at all. Due to this, for messages sent to the Philippines, we wait 72 hours and then we send a final status of "EXPIRED"
